Roll Call – Mayor Lattimore, Councilors Graney, McNabb, Smith and Dempsey

Staff Members Present – Thomas Leone, Corporation Counsel/Acting City Manager, Debra McCormick, City Clerk; Lisa Green, Comptroller; Steve Lynch, Director of Development; William Lupien, Engineering Services Superintendent; Frank DeOrio, Director of Municipal Services; Mike Long, CIP Manager; Nancy Hussey, Assistant Corporation Counsel; Trish Geer, Secretary to Corporation Counsel.

All stood for the Pledge of Allegiance to the Flag.

Presentations and Proclamations
Mayor Lattimore introduced Diane McKeon, an Auburnian, active in opposing fluoridation of the City’s water.  Mrs. McKeon discussed her research on the issues of fluoridated water.  She introduced Dr. Paul Connett a Professor of Chemistry and an expert on the topic of fluoridation.  Dr. Connett spoke about the use of fluoride and the effects it has on people. He presented a case for not fluoridating the City’s water.  Mayor Lattimore and Council discussed the topic with Dr. Connett.

City Manager’s Report – None

Public to be Heard –
Bill Atkinson, Oakcreek Apartments spoke to Council about a Valentines Day dance and various other issues.

Valentine Falfoldi, 9 Baker Ave., read a statement to Council regarding problems in his neighborhood.  Mayor Lattimore reminded Mr. Falfoldi of the three-minute time limit.  Mr. Falfoldi asked if he could continue to finish at the second public to be heard. He was told yes.  

Mary Lou Picciano, 32 Cayuga St., spoke to Council about issues regarding the City of Auburn Police.

Bob Hunter, 33 Gaylord St. and former City Councilor spoke to Council regarding his concerns about the City bonding to pay for acquiring the municipal utility property.

Ordinances and Resolutions

Council Resolution #1 of 2006 authorizing the Mayor to apply for and accept a “Shared Municipal Services Grant” from the New York State Department of State and to further enter into an Intermunicipal Shared Services Agreement wit the County of Cayuga.  Vote: Mayor Lattimore, abstain; Councilors Graney, McNabb, Smith and Dempsey aye, CARRIED.

Council Resolution # 2 of 2006 adopting the 2006 County Tax Rate in the City of Auburn and authorizing the preparation of the necessary tax bills.  Vote: Mayor Lattimore, “pass”; Councilors Graney, McNabb, Smith and Dempsey aye, CARRIED

Local Law and Tabled Legislation – None

Second Public to be Heard –
Valentine Falfoldi, 9 Baker Ave., continued his statement regarding his dog and problems with neighbors on his street.

Other Business

Councilor Smith asked that Council change the starting time of meetings to 6:30PM.  Mayor Lattimore asked that the day be changed to Tuesdays.  After discussion all agreed to think over their preferences and come to consensus, at which time a resolution would be prepared and brought back next week.  

Mayor Lattimore also asked that two appointment resolutions be presented; one to appoint him to the Auburn Industrial Development Authority and the other to appoint Bill Graney to the Auburn Power Agency.  He also asked that a resolution be brought forth to change the voting order for votes on city resolutions.

Acting City Manager Tom Leone asked Council to consider what they would like to do if anything regarding seasonal employees receiving an hourly pay increase in light of the federal minimum wage increasing.

Council adjourned at 6:45PM
